State services code of conduct

The state services code of conduct, introduced in 2007, applied to 120 organisations, including all public service departments, Crown entities and their subsidiaries, and district health boards. It also applied to individual public servants. Mark Prebble, state services commissioner from 2004 to 2008, is shown here talking to senior public servants soon after the introduction of the code.
