Visiting a recently adopted baby

In this government publicity photo, a male social worker visits a baby girl and her adoptive mother at home in the early 1970s. Male child-welfare workers were relatively rare until the late 20th century. This photo contains all the supposed elements of a happy family: a beautifully dressed child and mother, with clean washing drying on the rotary clothesline behind.
