Visiting a recently adopted baby

A male social worker visits a baby girl and her adoptive mother at home in the early 1970s. Male child-welfare workers were relatively rare until later in the 20th century. This government publicity photo contains all the supposed elements of a happy family: a beautifully dressed child and mother, with clean washing drying on the rotary clothes-line behind. The father is probably at work.
