Until the 1990s city nightspots were able to play loud music with little fear of disturbing neighbours. But the revival of inner-city living created tension between nightclub owners and residents. In 2006 Auckland apartment dweller Kas Ikeda (pictured) complained to the city council that noise from the Empire Tavern was causing him sleepless nights. The tavern owners replied that late-night music was vital to their business. The council was in a bind: it wanted to encourage a vibrant night life while accommodating the needs of residents. Better noise insulation for city apartments was suggested as one solution.
