
Cities developed ethnic enclaves in the 19th century. In Wellington, the Chinese community settled around Te Aro’s Frederick and Haining streets, shown here in 1904. The area had a rather prejudiced reputation in the wider community as a centre of drug-taking, gambling and vice.
