When the Department of Conservation tried to create a marine reserve near the White Cliffs Walkway in Taranaki in 2005, locals were quick to protest. Opposition from commercial and recreational fishers is one reason why it has been difficult to establish marine protected areas. Other reasons include a lack of comprehensive information about potential reserves, and a unco-ordinated approach by government.
