Green spaces were an important part of state housing schemes. This plan of Savage Crescent in Palmerston North, built between 1938 and 1945, shows a large recreation reserve in the centre. The aim was that children could play safely away from busy roads, while their parents played sports in the reserve in the evenings and weekends. But over time, enclosed reserves often became unsafe, particularly at night. Eventually they were not seen as good places to relax.
