New Zealand’s self-image evolved over time, and values of cooperation with Pacific island neighbours replaced earlier colonial ideas. A good example of this came in 1997 when New Zealand represented by its minister of foreign affairs and trade, Don McKinnon, helped to bring about an agreement between the Papua New Guinea government and Bougainville rebels.
