New Zealand’s idea of being a colonial power in the Pacific – establishing its own empire while enhancing that of the British – was not widely shared, either in Britain or in the Pacific. Premier Richard Seddon’s dream of a New Zealand-led empire in the South Seas was gently mocked in the New Zealand Graphic and Ladies’ Journal in a cartoon published in 1900.
