Negotiation within multilateral organisations is a challenging process which doesn't always end in agreement. The World Trade Organization (WTO) includes nations of all kinds, with very different perceptions of trade liberalisation. Some international matters do not attract much public attention, but in the early 2000s trade liberalisation did. The WTO met in Doha, Qatar, in November 2001 to try to convince governments to cut tariffs and subsidies further. New Zealanders Jane Kelsey and Stephen Jacobi are shown putting forward opposing views, while inside the meeting WTO Director General Mike Moore (also a New Zealander) attempts to steer debate toward a resolution.
