United States representative Herman Phleger signs the Antarctic Treaty in December 1959. Phleger sent this photograph to Laurence McKinley Gould, a scientist and Antarctic explorer whose publications and lecture tours on his polar experiences helped shape the United States’ approach to the region in the mid-20th century. Phleger’s writing on the photograph reads: ‘To Laurence Gould, without whom there would be no Antarctica treaty, with warm regards, Herman Phleger’.
