One of New Zealand's most prominent lobbyists in the early 21st century was lawyer Mai Chen. In 2006 she acted for the Whangamatā Marina Society in a High Court judicial review after Minister of Conservation Chris Carter declined a resource consent for a new marina in the town. The court found the minister had not followed proper processes and the development was allowed to proceed.
