Roderick Deane was a key figure in the massive reforms of the public sector from 1984, when he was deputy governor of the Reserve Bank. He became chair of the State Services Commission in 1986 and oversaw a substantial reduction in the number of public servants, in large part through the transfer of commercial operations out of the public service. In 1987 he became chief executive of the Electricity Corporation of New Zealand, then New Zealand's largest state-owned enterprise.
