The Catholic St Mary's Orphanage at Stoke near Nelson was investigated by a Royal Commission in 1900 after the Nelson Charitable Aid Board visited the institution and found the conditions and treatment of the boys to be deplorable. The commission supported most of the board's allegations. The orphanage was taken over by the governnment in 1912. These boys are gathered in the washroom with two staff members in 1909.
