Workers use a steamroller on a road in Waimate West county in the early 1920s. Because of the need to transport milk to dairy factories daily in all weathers, the Taranaki ring plain soon had a network of some of the best-maintained roads in the country. Extensive tar-sealing programmes were initiated by local authorities in the early 20th century.
