Proposed changes for Wellington’s waterfront

Plans for redevelopment of Wellington’s waterfront in the 1990s included new office and apartment buildings in front of Te Papa/Museum of New Zealand – shown here. The plan, known as Variation 17, caused an uproar. Critics saw the plan as the privatisation of public space. The public backlash was so strong that the Wellington City Council was forced to scuttle the plan.
