Lined up on opposite sides of the table, Engineers’ Union and employers’ representatives meet to negotiate the union’s award (the agreed terms of pay and working conditions) in 1984. In the middle sits the conciliator, the independent mediator, often appointed by the government, whose role is to help the two sides reach agreement.
