This graph charts the significant rise in the importance of, and demand for, full day-care services – education and care on the graph – for under-fives from the early 1990s. Care and education services overtook kindergarten enrolments by 1994. Kindergarten enrolments remained largely static in this period and started to decline in the early 2000s. Playcentre and kōhanga reo enrolments also largely declined, while home-based services enrolments rose steadily and accelerated from 2007.
