This 1966 Cub enrolment card depicts the typical activities of the Cubs, including saluting the Union Jack flag, gathering in a circle and howling, and outdoor activities. Wolf Cubs were thought up by Robert Baden-Powell around 1914 when he realised that there was huge demand from younger boys for a Scout-like movement. In New Zealand, David Cossgrove also implemented a junior Scouts section around this time.
