In March 1949 the government held a referendum on whether off-course totalisator betting should be legalised. This pamphlet was distributed by those opposed to the move and highlighted perceived evils of the proposal. However, proponents won the referendum and the Totalisator Agency Board (TAB) opened the first off-course betting shops in 1951.
