In this cartoon a happy family fishes up the benefits of the welfare state after the passing of the Social Security Amendment Act 1945. In the post-war period New Zealand's welfare system could be seen as favouring the young. The taxes paid by people in their 20s and 30s with children were equal to, or less than, the benefits available to them through the family benefit and tax exemptions for each child.
