This district planning map of Whanganui from 1963 shows the city zoned into distinct colours for various uses. The Town and Country Planning Act 1953 zoned areas for specific land uses – such as industrial or residential. The Resource Management Act 1991 took a different approach – while it still used zoning, it was more permissive in terms of the allowed activities that could occur on a piece of land. The act shifted focus to the effect of the activity on the environment rather than the activity itself.
