Since the opening of the Museum of New Zealand Te Papa Tongarewa in 1998, people have criticised the way artworks are displayed there and have called for a separate national gallery. Arts patron Denis Adam was one of those critics. He commissioned a feasibility study into a separate gallery in 2000, but the proposal did not reach fruition and the national art collection remained in Te Papa. In 2018 the collection was incorporated into Te Papa's new Toi Art gallery.
