Parliament was a forum for abortion debate from the 1970s. In 1983 two bills – both put forward by National Party members of Parliament – represented the two sides of the argument. Marilyn Waring's Contraception, Sterilisation and Abortion Repeal Bill would have eased access to abortion, while Doug Kidd's Status of Unborn Children Bill would have limited access. Neither succeeded. Passing either bill would have reopened public debate, something many members of Parliament were eager to avoid. Kidd's bill was also thrown off track by the public revelation of his affair with a parliamentary staff member
