In south Taranaki a traction engine rolls the road while in the background men are shovelling gravel onto the road. Such work was necessary to stop unsealed rural roads turning into impassable quagmires in winter. Cart and vehicle wheels and horses’ hooves would soon cut up roads that were not regularly gravelled.
