In an attempt to control over-harvesting of toheroa, the New Zealand government introduced regulations limiting the period during which the shellfish could be taken. In the 1970s the period was limited to a single day. This photograph shows some of the thousands of toheroa hunters who descended on Hōkio Beach, north of Wellington, on an open harvest day on 15 September 1977.
