Inmates work with horse teams at Waikeria Prison in 1919. Waikeria was established as a prison farm in 1911. It was aimed at prisoners who were seen as reformable. The combination of hard work, outdoor surroundings and removal from bad influences was supposed to lead men away from a life of crime and instil habits of industry in them. In 2012 Waikeria continued to operate as a prison for minimum- to high-security male prisoners.
