Many civic buildings were connected to the provision of essential infrastructure such as water, sewerage and electricity reticulation. Most were plain and utilitarian, but during the 1920s and 1930s the Christchurch Municipal Electricity Department fancifully designed its substations to resemble Greco-Roman temples.
