One in four people aged 18 to 24 were not on the electoral roll in 2008. Vanessa Numans (centre) was part of a national drive to enrol them. Because her birthday was in late November, while the election was in early November, Vanessa would not be able to vote, but she was enrolling eligible classmates at Botany Downs Secondary College.
