Court procedures are formulated by the judiciary (judges) and the Rules Committee, a statutory body made up of judges, lawyers, the solicitor-general, the attorney-general and the chief executive of the Ministry of Justice. This is the Rules Committee in 2011. Absent from the photo are the solicitor-general, the attorney-general and the chief executive of the Ministry of Justice.
