International students

From 1990 international students studying at tertiary institutions in New Zealand were charged full fees – previously, their fees were subsidised by the New Zealand government. They became a source of revenue for tertiary institutions. Yoshiko Morioko (left), aged 19, and Mami Yamashita, aged 20, are attending a welcome for international students at the Auckland Town Hall in 2009.
