Addressing the UN Security Council, 1994

Multilateral organisations often engage with each other. Don McKinnon, New Zealand's deputy prime minister and foreign minister, is shown here in 1994 addressing the United Nations about the war in Bosnia Hercegovina (part of the former Yugoslavia). The debate took place after the Organisation of the Islamic Conference (OIC) challenged a UN-imposed arms embargo. Bosnian Serbs had access to armaments from the former Yugoslavia, while Bosnian Muslims (and Croats) lacked the means to defend themselves. The OIC stated that the arms embargo was maintaining this imbalance. New Zealand argued that the embargo should be maintained, but should be supported by a war-crimes tribunal, UN-sanctioned collective action, and negotiation between the warring parties.
