‘Scientific management’ was the aim when Parliament shifted oversight of the state sector from politicians to an independent commissioner in 1913. Alexander Herdman, a lawyer and Reform Party MP, had spent 10 years on the opposition benches pushing for the move. This was described in 1912 as his ‘political hobby’.
