The blackboard of Zumara primary school in Papua New Guinea welcomes a group from NZAID on a study tour looking at the problem of HIV/AIDS in Papua New Guinea in 2006. NZAID was separated out from the Ministry of Foreign Affairs and Trade in 2002. Its funding increased and it was given a clear mandate to concentrate on poverty alleviation. This saw much of New Zealand's aid effort in the Pacific shift focus from Polynesia to Melanesia, where the incidence of poverty was much greater.
