In a small country like New Zealand, state involvement in commercial activities was not surprising – the government was the only source of capital for large infrastructure investments such as railways. The government also invested in commercial enterprises to provide employment or training for a growing workforce, such as these apprentice fitters and turners at the Petone railway workshops in July 1913.
