Eight police stand guard in the background of this scene at Hokianga in May 1898. In the foreground are five members of the Ngāpuhi resistance who opposed the Hokianga County Council’s imposition of a dog tax of 2s 6d. Standing at centre wearing a hat is the leader of the rebellion, Hōne Tōia.
