Small shops have traditionally been found in city centres. The move to shopping in suburban malls from the 1960s saw many small central-city shops close. Councils responded by trying to reinvigorate inner-city areas, closing streets to cars and making some areas pedestrian-only. In Christchurch trams also offer central-city shoppers an easy way of getting around.
