As a result of the Resource Management Act 1991, regional councils are responsible for flood control, as well as water quality and soil conservation management. The Moutoa floodgates, on the lower Manawatū River, are operated by Horizons Regional Council, who decide when they will be opened to relieve floodwater levels. Water then flows down a wide channel over farmland before it re-enters the river. Farmers who lease the land are warned in advance to remove animals. This photo was taken in February 2004.
