Premier Richard Seddon poses in front of the Franz Josef Glacier in 1905. An English immigrant, he was proud of the scenery in his adopted country, and was a vigorous advocate for the development of a tourist industry. While steering the Scenery Preservation Act through Parliament in 1903, he spoke nostalgically of the impact the landscape had on him when he arrived in New Zealand.
