The constitutional convention of individual ministerial responsibility means that ministers must answer to the House of Representatives for how they exercise their powers. Here, Māori Party MP Te Ururoa Flavell asks Deputy Prime Minister Bill English about progress towards establishing a review of New Zealand's constitutional arrangements in 2011.
