From the 1960s to the 2000s New Zealand's aid has been stable at around 0.2–0.3% of gross national income, apart from a sharp rise in the mid-1970s. In 1970 the United Nations set a target of 0.7% of gross national income for rich countries. New Zealand has never come close to this target and is below average in terms of its aid provision when compared to other OECD countries.
