This graph shows the dramatic impact the Children, Young Persons and Their Families Act 1989 had on the way youth offenders (aged 14–16) were dealt with by the Youth Court. There was a significant decline in the number of young people appearing in court and receiving convictions, because other options for addressing offending, such as family group conferences, were available from 1989.
