People often think that youth offending is worse than in the past, but official statistics rarely show dramatic changes. As this graph shows, youth (aged 14–16) apprehension rates were similar in the early 1980s and 2000s, with drops and rises in between. Child (aged 10–13) rates remained relatively consistent, dropping in the early 2000s.
