Towards a better democracy

The Report of the Royal Commission on the Electoral System was released late in 1986. The report recommended that New Zealand adopt a mixed-member proportional (MMP) electoral system, similar to the system used for electing members of the lower house of West Germany’s parliament. The report also recommended that no matter which voting system New Zealand used, the size of the country’s single-chamber Parliament should be increased from the current 95 to 120 members.
