In 1855 the Nelson Provincial Council considered a bill that would enable the superintendent of the province to appoint a commission of inquiry – thought to be New Zealand's first. The commission was 'to inquire into and consider what System of Education should be adopted for the Province'. Ultimately it recommended a secular system of primary education.
