‘Bolger/Keating “summits” proposed’

In 1901 New Zealand declined to join the Australian Federation, but in a 1993 echo of the federation debate, a New Truth cartoonist had a confused Australian prime minister, Paul Keating, thinking that New Zealand’s prime minister, Jim Bolger, was premier of an Australian state.
