Robert Muldoon was prime minister from 1975 to 1984 and minister of finance from 1967 to 1972 and 1975 to 1984. His abrasive personality and distinctive physical features made him a cartoonist's dream. Malcolm Walker's 1976 cartoon portrays Muldoon as a wharfside sex worker, soliciting business from a sailor representing the US navy. The cartoon refers to Muldoon's encouragement of American naval visits to New Zealand. These visits eventually led to large-scale protests, spurring the growth of New Zealand's peace and anti-nuclear movements.
