This cartoon from the New Zealand Free Lance in November 1921 refers to a new tariff, which expanded the preference for industrial goods from the British Empire, and so was likely to hurt local manufacturers. The same tariff allowed agricultural implements to be imported free of all duties to encourage farmers to invest in machinery. The farmers seemed to have received the sweets to the exclusion of the industrialists.
