Horse to water

Economists are often at odds with government economic policy and their advice is frequently ignored. This cartoon shows Frank Holmes, an economist at Victoria University, who was chair of the New Zealand Planning Council. He is shown explaining to the New Zealand public the reluctance of the horse (Prime Minister Robert Muldoon) to take up the council’s advice.
