MoRST, FoRST and MSI logos

The Foundation for Research, Science and Technology (FoRST) and the Ministry of Research, Science and Technology (MoRST) were created in 1990. MoRST was a policy-only ministry, while FoRST was the agency that made the investment decisions on the majority of government science funding (the operational arm). In 2011 they were merged to become the Ministry of Science and Innovation (MSI). For its 20 years of existence FoRST was a Crown entity – a Crown agent with its own board. It was at arm's length from the minister of research, science and technology, whose policy advice came from MoRST, not a Crown entity. MSI was also not a Crown entity. In 2012 MSI became part of the new Ministry of Business, Innovation and Employment.
